Test 1: Does the proposed (or extant) law promote and/or support 'strength of character' in the population at large?
Test 2: Does the proposed (or extant) law promote and/or support 'self-responsibility' in the population at large?
Test 3: Does the proposed (or extant) law promote and/or support 'a belief in real freedom' in the population at large?
